The implementation of soft power mean in a broader sense incorporating modernity consensual discussion on the validity of the paths of civilization and not just the passage under the paths of market forces, even in the worst case of military forces. However, we could not ignored the crucial role of the market in terms of coordinating and optimizing of the resources allocation (although sometimes by perverse way), and military forces as guarantor of order and property, essential elements of a modern life. |

Este ensayo es una reflexión derivada de investigación donde se desarrolla el concepto de poder blando1 desde la perspectiva iniciada por Joseph Nye, en el sentido de contraponer al poder duro, definido este desde la coerción ejercida por el poder militar y el político económico; que contrasta con el poder de la construcción institucional, de los valores y las tradiciones, con vasos comunicantes con la inclusión de las minorías, la solidaridad y la equidad social. La implementación del poder blando implicaría en un sentido más amplio la incorporación del debate consensual de la modernidad sobre la vigencia de los derroteros de la civilización y no sólo el discurrir bajo los derroteros de la fuerza del mercado, incluso en el peor de los casos de la fuerza militar. No obstante, no se ignora aquí el papel crucial del mercado en cuanto coordinador y optimizador de la asignación de recursos (aunque en ocasiones perverso), y el de la fuerza militar como garante del orden y la propiedad, elementos esenciales de un escenario moderno.
