Pedagogy is considered as a key element in the development of positive attitudes towards students in the implementation of inclusive education, it is essential that teachers show positive attitudes that favor inclusion in general. Exclusion is characterized by the systematic attitude of excluding certain people, for some particular circumstance, causing harm to them, and denying the social group the participation of all. Inclusion, on the other hand, refers to the reception of such persons in particular circumstances, but under conditions of equity. Its influence is manifested in social stereotypes, in expectations towards students, in study conditions, in family support and in the internalization of the pedagogy of those teachers with possibilities to continue
educating students. At the same time, the analysis presented here allows the academic community, especially education professionals, to glimpse the progress and challenges in the area of inclusion, for which interdisciplinary and transdisciplinary work is essential. For this reason, given the need to understand the complexity of inclusive education and the linkage of the community, the main objective of this analysis is to identify the approach that is being given to inclusive education, in order to generate a critical reflective attitude in the educator, which can generate changes to promote institutional processes in favor of diversity. Research on educational inclusion has gained great importance in recent years. In this process, it is im- portant to review research on the implementation of the public policy of inclusion from the point of view of educational management.

La comunidad se convierte en el horizonte de comprensión de auténticos procesos educativos, y en espacio natural de experiencia inclusiva. La pedagogía es considerada como elemento clave en el desarrollo de actitudes positivas hacia los estudiantes en la implementación de la educación inclusiva, se hace imprescindible que el docente muestre actitudes positivas que favorezcan la inclusión de manera general. La exclusión se caracteriza por la actitud sistemática de prescindir de determinadas personas, por alguna circunstancia particular, ocasionándole daño a las mismas, y negándole al grupo social la participación de todos. La inclusión, por su parte, hace referencia a la acogida de dichas personas en circunstancias particulares, pero en condiciones de equidad. Su influencia se manifiesta en los estereotipos sociales, en las expectativas hacia los estudiantes, en las condiciones de estudio, en el apoyo familiar y en la interiorización de la pedagogía de aquellos maestros con posibilidades para seguir formando a los estudiantes, Existe, pues, un reto enorme para romper posibles estereotipos de inclusión arraigados, generando una dinámica social y educativa que eleve las expectativas de la educación hacia los estudiantes. A su vez el análisis que se presenta permite a la comunidad académica, en especial a profesionales de la educación, vislumbrar los avances y retos en el área de la inclusión, para lo cual es fundamental el trabajo interdisciplinario y transdisciplinario. Es por esto que, dada la necesidad de comprender la complejidad de la educación inclusiva y la vinculación de la comunidad, el objetivo principal del presente análisis es identificar el abordaje que se está dando a la educación inclusiva, de manera que se genere una actitud crítica reflexiva en el educador, que pueda generar cambios para favorecer los procesos institucionales en pro de la diversidad. La investigación en torno a la inclusión educativa ha ganado una gran importancia en los últimos años. En este proceso se hace importante la revisión de investigaciones en torno a la implementación de la política pública de inclusión desde la gestión educativa.
