El crecimiento del casco urbano de la cuidad de Ibagué a partir del siglo XX se ha caracterizado por un urbanismo desorganizado, resultado de la creciente actividad de asentamientos informales, por parte de personas que provenían del área rural del Tolima, ha mediado de los años 50. Se empezaron a generar rápido y progresivamente asentamientos en el casco urbano de forma lineal sobre las vías hacia honda y Bogotá. Este crecimiento de la ciudad genero una brecha entre la comuna 7,8 y 9 en donde se evidencia la ausencia de equipamientos gracias al desarrollo de proyectos de vivienda donde no tienen en cuenta los indicadores de la sostenibilidad, generando así una desconexión con el resto de la ciudad.
