El rápido crecimiento de las ciudades y su desarrollo industrializado para las últimas décadas han generado el ideal de la ciudad como principal factor del bienestar económico y social, algo en cierto modo lógico teniendo en cuenta las oportunidades económicas que esta misma puede brindar a sus habitantes fenómeno que auspicia y direcciona el mayor porcentaje de inversión estatal en las zonas urbanas, por otra parte existe también el otro lado de la realidad las zonas rurales de las ciudades, de ciudades que como Bogotá se dan el privilegio de contar con extensas zonas rurales dentro de su mismo distrito y que llegan hasta triplicar la misma área urbana, sin embargo el territorio rural aun con tan considerable proporción de terreno pareciera ser casi imperceptible a la mirada estatal y sobre todo en cuanto a inversión y recursos se trata desconociendo el gran potencial que puede ofrecer en servicios ambientales, ecosistémicos, de seguridad alimentaria y entre otros.
