A nivel nacional es posible evidenciar que los centros carcelarios y penitenciarios no se encuentran físicamente preparados para albergar a la población reclusa en establecimientos intramurales, donde además no se ofrecen condiciones de habitabilidad y no se cumple el objetivo principal de la reclusión el cual radica en la resocialización de las personas privadas de la libertad.
