La presente investigación se refiere a la elaboración del plan barrial para la preparación, prevención y respuesta ante emergencias en los barrios Panamá y la Caraguaja del municipio de Campoalegre –Huila; dicho plan puede definirse como aquel que permite la identificación de las amenazas, la vulnerabilidad y el riesgo a los cuales está sometida una comunidad. Entendiéndose como amenaza la probabilidad de ocurrencia de un fenómeno natural o inducido por el hombre que puede causar graves daños a una localidad o territorio, esas amenazas de acuerdo a su origen las podemos clasificar en naturales que se originan en la dinámica propia de la tierra, estos eventos pueden estar relacionados con el agua, clima, como es el caso de las fuertes lluvias, crecientes de los ríos, heladas o sequias. En amenazas socio naturales las cuales en su ocurrencia y en la intensidad de sus efectos intervienen los seres humanos, ejemplo de este tipo de amenazas son las inundaciones, sequias o deslizamientos que muchas veces son más frecuentes e intensos debido a deforestación y el manejo inadecuado de los suelos, amenazas humanas atribuibles directamente a la acción del ser humano sobre elementos de la naturaleza ejemplos de esta son la contaminación del agua, tierra y aire.
