Sumario:	This academic document configures, outlines, argues and explains in detail the proposal to transform the Mariano Ramos sports unit into a high-performance sports complex, complementing the services offered with infrastructure for education, culture and recreation to promote the integral development of the inhabitants in commune 16 and its urban articulation with the suburban train, linear park and Simón Bolívar trunk projects of mass transport proposed in the 2017 Cali Territorial Organization Plan.
