Así mismo dar una recuperación urbana y paisajística de la carrera tercera entre calles 10 y 19 y el parque Andrés López de Galarza en el centro fundacional de Ibagué, dentro de una problemática de desconexión urbana y deterioro del espacio público, para así brindar una propuesta que haga una debida sincronización con las necesidades urbanas de sus pobladores y visitantes, aumentando el potencial de desarrollo del territorio y mejorando la calidad de vida urbana de la ciudad.
