El problema que presenta la ciudad de Ibagué es la carencia de un equipamiento de atención y rehabilitación para la población en situación de calle, por lo que se incrementa el consumo y venta de sustancias psicoactivas y se afecta la seguridad de la ciudad, porque a pesar de ser víctimas por su condición social, algunos de ellos pasan también a ser victimarios ya que se ven involucrados en actos delictivos para mantener su adicción incluso atentando contra los derechos de otras personas.
