In the municipality of Yaguara, there are low levels of fish meat production, having the great water opportunity which is the Betania reservoir, which has a load capacity of up to 30,000 tons / year, using only 15% of this. Since there is no adequate infrastructure to carry out activities around fishing and which are being carried out by small artisanal fishermen who have long fishing days to get a few pounds. This situation is evident in the economy of the municipality, which is stagnant since the main source of support for its inhabitants is not developing in a timely manner and that on the contrary it has been deteriorating, forcing the Yaguareños to seek other types of vocation to seek their daily sustenance and that of their families. In this way, the strategy of the Eco-tourism Center for Fish Production is proposed whose main purpose is to generate the adequate infrastructure for the development of fishing activities and that with its implementation allows to reactivate and improve the fishing economy, thus providing development and a vision in the future, oriented towards a more productive, competitive and sustainable municipality, improving the income of fishermen and the quality of life of its inhabitants. En el presente trabajo se abordará la investigación realizada desde su planteamiento, objetivos, la estrategia desarrollada y su alcance con el propósito resolver la problemática identificada en el área de estudio. En el municipio de Yaguara se presentan bajos niveles de producción de carne de pescado teniendo la gran oportunidad hídrica la cual es el embalse de Betania que tiene una capacidad de carga hasta de 30.000 toneladas/año utilizando de esta solo el 15%. Ya que no se cuenta con la infraestructura adecuada para realizar actividades entorno a la pesca y las cuales están siendo realizadas por pequeños pescadores artesanales quienes tienen largas jornadas de pesca para sacar unas pocas libras. Esta situación se evidencia en la economía del municipio la cual se ve estancada ya que la principal fuente de sostenimiento de sus habitantes no se está desarrollando de la manera oportuna y que por lo contrario se ha ido deteriorando obligando a los Yaguareños al buscar otro tipo de vocación para buscar su sustento diario y el de sus familias. De esta manera es que se plantea la estrategia del Centro Eco-turístico de Producción Piscícola cuyo propósito principal es generar la infraestructura adecuada para el desarrollo de labores pesqueras y que con su implementación permita reactivar y mejorar la economía pesquera brindando así un desarrollo y una visión a futuro, orientada a un municipio más productivo, competitivo y sostenible, mejorando los ingresos de los pescadores y el nivel de calidad de vida de sus habitantes.
