Sumario:The purpose of this research was to identify the transformations that public procurement has presented in Pereira, Risaralda with respect to the plurality of emerging bidders from the use of standard specifications in transportation infrastructure. The descriptive research methodology was used, quantitatively and with discretionary non-probabilistic sampling, for which a sample of 66 relevant contracts were taken between 2015 and 2024 through the SECOP platform. Historical data were taken on both the participation of bidders prior to Law 1882 of 2018 and after it, through statistical calculations of comparative analysis. The results show a significant increase in the participation of bidders, highlighting that in 2021 856 bidders participated, the best year since the implementation of the standard specifications in the participation of natural and legal persons. The conclusions indicate that the standard specifications have facilitated access and competitiveness in public procurement, promoting a more transparent and efficient environment. The existing regulatory framework supports these changes, thus favoring a greater plurality of bidders in transportation infrastructure contracts in Pereira.
