El artículo expone cómo y por qué la realidad urbana empírica es producto de un texto normativo, afirmación central del proyecto de investigación Bogotá Textual. Para demostrarlo se analizaron, evaluaron y contrastaron una serie de documentos y textos producidos por las ocho alcaldías de Bogotá que se inscriben en el período 1988-2008, dentro de los que se destacan los Planes de Desarrollo formulados por cada administración, y el Plan de Ordenamiento Territorial de la ciudad. La autora resalta la importancia que la investigación le otorgó a la palabra y a la norma, y luego analiza tres categorías conceptuales que sirven de soporte al trabajo: modelo utópico, dispositivo y performatividad. Se concluye que la Alcaldía Mayor, durante el período de estudio, acumuló el poder para imponer una forma de pensar la gestión pública, lo regional, el territorio y el porvenir; y ese poder se denomina performatividad.
