It focuses on the development plans undertaken by seven major´s offices from 1988 to 2004, and on the documents of some of the governmental bureaus in charge of the main programs, projects and budgets of each of those city administrations. This documental analysis pretends, in the first place, to identify, describe and explain discursive and textual mutations, as well as phraseological and denominational changes of social groups, urban situations and social problems; and secondly, it proposes a characterization of the different majors and the valorative orientation they gave to their term. Also, it is meant to identify and describe the continuities and ruptures undergone at this level. |

En este reporte de caso se exponen algunos de los resultados obtenidos en la primera fase de la investigación Bogotá Textual. Se espera que la información acopiada durante el trabajo permita entender los cambios de Bogotá en los últimos 20 años desde el punto de vista del entramado jurídico-normativo. Su objeto de interés son los planes de desarrollo que han regido a las 7 administraciones ocurridas entre 1988 y 2004 y documentos de algunas de las entidades que tuvieron a su cargo los principales programas, proyectos y presupuestos de cada una. Este análisis documental pretende, primero, identificar, describir y explicar mutaciones discursivas y textuales, cambios en la fraseología y en las denominaciones de grupos sociales, situaciones urbanas y problemas sociales y, segundo, proponer una caracterización de los alcaldes y la orientación valorativa que le dieron a su administración. También se busca identificar y describir las continuidades y rupturas que se han dado en este plano.
