description	The research was born from observing a cultural, planning, cultural-environmental interest disarticulation and the waste of the sectorial potential of the different municipalities and zones at national level; in this specific case in the Department of Huila, where a great economic potential is observed coming from tourism, an opportunity that has not been consolidated in any way thanks to the lack of interest and priority on the part of the inhabitant population and of the assigned resources, deficient development programs and deficit of instruments for the economic development at national, departmental and municipal level. It is proposed to carry out how architecture can intervene in this type of municipalities and "sector type" with elements that provide this sector for an improvement of development based on its strengths and opportunities in culture and tourism based on the characteristic roots of the sector to intervene. This leads to the question: How does the lack of interest and abandonment of heritage limit cultural, tourism and economic development in the department of Huila? In this way, a planning instrument will be developed that will function as a mandatory basis for the creation of land use regulations where municipalities will replicate the instrument and can guide their regulations, their management plans and guide the region towards a tourist / cultural potential based on their zonal potentialities, which aims to develop tourism as an engine and guardian of heritage, enhancing cultural appropriation and sectoral economy.

La investigación nace de observar una desarticulación cultural, de planeación, de interés cultural -ambiental y el desaprovechamiento del potencial sectorial de los diferentes municipios y zonas a nivel nacional; en este caso en específico en el del Dpto. del Huila, donde se observa un gran potencial económico proveniente del turismo, oportunidad que no se ha consolidado de ninguna manera gracias a la falta de interés y de prioridad por parte de la población habitante y de los recursos asignados, programas de desarrollo deficientes y déficit de instrumentos para el desarrollo económico a nivel nacional, departamental y municipal. Se propone llevar a cabo el cómo desde la arquitectura se puede intervenir en este tipo de municipios y “sector tipo” con elementos que doten dicho sector para una mejora de desarrollo tomando como base sus fortalezas y oportunidades en cultura y turismo basándose en las raíces características del sector a intervenir. Lo que nos da cabida a la pregunta: ¿Cómo el desinterés y el abandono del patrimonio limita el desarrollo cultural, turístico y económico a nivel del departamento del Huila? De esta manera se desarrollará un instrumento de planificación que funcione como base obligatoria para que se creen las normas de ordenamiento territorial donde los municipios replicarán el instrumento y puedan orientar sus normas, sus planes de ordenamiento y guíen la región hacia un potencial turístico / cultural en base a sus potencialidades zonales el cual tiene como fin desarrollar el turismo como motor y guardián del patrimonio, potenciando la apropiación cultural y la economía sectorial.
