The International Maritime Organization (IMO) establishes in its Convention on the
Facilitation of International Maritime Traffic (FAL) that shipping agencies are an essential part
of the maritime traffic facilitation system. It also establishes that they are key to facilitating
international trade. As important points it mentions that, for the exchange of information
between port authorities, ship masters and shipping agencies, an established regulation is
applied, in order to contribute to the efficiency of the movement of ships and their operations in
the different maritime ports (Convention on Facilitation of International Maritime Traffic, 1965).
For the design and implementation of the improvement plan, a review of the regulations
established by the maritime authority for the approval and verification of charters was carried out
in order to make a comparison with the current process, from the time the process is requested by
the shipping agency until it is approved and verified.
With the development of all the proposed activities, it was possible to contribute to the
improvement of the process, optimizing the process of verification and approval of charters,
taking into account the regulations stipulated for the process, avoiding delays and charges in the
SITMAR due to the control and daily monitoring, as a result, the due compliance by the shipping
agencies in the documentation and times according to the regulations was obtained. Due to the great importance of DIMAR as the Colombian maritime authority and its role
as a coordinating entity within the port operations and the physical security of the same, it
allowed the acquisition and adoption of new knowledge, in real spaces that forge the character as
a future professional in this matter. |

El propósito del presente trabajo es el diseño e implementación de un plan de mejoramiento que contribuya al control y mejora del proceso de aprobación y verificación de fletamentos de la Autoridad General Marítima DIMAR, solicitados mediante el Sistema Integrado de Tráfico y Transporte Marítimo Internacional SITMAR, de los buques que arriban a los diferentes puertos Marítimos de la ciudad de Santa Marta bajo esta modalidad. La Organización Marítima Internacional (OMI) establece en su Convención sobre la Facilitación del Tráfico Marítimo Internacional (FAL) que las agencias de transporte marítimo son una parte esencial en el sistema de facilitación del tráfico marítimo. De igual forma establece que estas son claves para facilitar el comercio internacional. Como puntos importantes menciona que, para el intercambio de información entre las autoridades portuarias, los capitanes de los buques y las agencias de transporte marítimo se aplica una normativa establecida, con el fin de contribuir en la eficiencia de los movimientos de los buques y sus operaciones en los diferentes puertos marítimos. (Convenio para facilitar el tráfico marítimo internacional, 1965). Para el diseño e implementación del plan de mejoramiento se realizó una revisión de la normativa establecida por la autoridad marítima para la aprobación y verificación de fletamentos con el fin de realizar una comparativa con el proceso actual, a partir que el trámite es solicitado por la agencia de transporte marítimo hasta ser aprobado y verificado. Con el desarrollo de todas las actividades propuesta se logró contribuir al mejoramiento del trámite, optimizando el proceso de verificación y aprobación de fletamentos, teniendo en cuenta la normativa estipulada para el trámite, evitando retrasos y cargos en el SITMAR debido al control y seguimiento diario, como resultado se obtuvo el debido cumplimiento por parte de las agencias de transporte marítimo en la documentación y tiempos de acuerdo a la normativa. Debido a la gran importancia que posee la DIMAR como autoridad marítima Colombina y su papel como ente coordinador dentro las operaciones portuarias y la seguridad física de los mismos, permitió la adquisición y adopción de nuevos conocimientos, en espacios reales que forjen el carácter como futura profesional en esta materia.
