Summary:	In the last years the city of Duitama has presented and important demographic and urban growth; residential, educational, municipal and industrial constructions that have expanded throughout the municipality in a disorderly manner, so it is inevitable not to think about the increase in demand for public services, specifically water. Duitama has different water sources and so far it has guaranteed the supply of the precious liquid for all its inhabitants, but is the protection of these sources guaranteed? What effects would mismanagement of water resources bring in the future? Decrease in drinking water reserves, water scarcity, increase in water in susceptible areas and floods, landslides and decrease in water quality are just some of the consequences that the misuse of water would bring. This paper analyzes the inclusion of water resources in the management and development plans of the municipality, partly to determine the variables, both independent and dependent, that must be managed for the correct management of water, based on secondary information and historical data we carry out a measurement model that allows us to quantify these variables. The result of the project seeks to present certain guidelines for decision- making for the municipality and that, at the same time is a tool to keep water in mind in relation to the growth and development of the city, on the other hand, to sensitize the competent authorities and the population in general the importance of establishing a MUNICIPAL DEVELOPMENT PLAN with resources.
