El presente trabajo de grado busca analizar, diagnosticar y proponer un plan parcial en la zona oriente del municipio de Neiva, en la UPZ La Toma, el cual tiene como objetivo reducir el déficit de espacio público existente en la ciudad, para esto se pretende utilizar como punto de referencia y zona principal del plan parcial el parque de ciudad La Toma, esto con el propósito de emplear una de las cuatro centralidades del municipio o Los parques de ciudad, con el propósito de presentar el gran potencial que se podría lograr al consolidar estos puntos de la ciudad, los cuales aparte de subir drásticamente los índices de espacio público en la ciudad, lograran brindarle un desarrollo a la ciudad al generar una conectividad a la ciudad desde todas sus cuatro periferias, y así lograr dejar planificado un modelo de desarrollo para el futura mediante poco a poco el municipio siga expandiéndose.
