Tras un análisis realizado sobre la importancia de los humedales, Fue necesario abarcar problemáticas encontrada en la zona, el abandono y el mal uso que el desarrollo de las ciudades y los distintos usos no permitidos han generado grabes problemáticas de perdidas ambientales. En esta se empieza el estudio económico, social y ambiental por mejorar el ecosistema de la laguna la voltezuela ubicada en el municipio de Garzón-Huila. Las ventajas en la zona del humedal se empiezan a caracterizar queriendo dar a la comunidad zonas paisajísticas acompañadas de espacios investigativos y recreativos, queriendo así brindar un apoyo Educativo, Ambiental, económico y social por medio de los objetivos de desarrollo sostenible.
