Por otro lado, el municipio está compuesto por 82 veredas en su zona rural y por la cercanía a ciudades importantes y pueblos aledaños; el casco urbano de Rovira, se convierte en un punto de acopio importante que acoge residentes inmediatos y visitantes. Es por ello que Rovira, al recibir tantas personas diariamente, surge la necesidad de espacio público y es una de las debilidades en aspectos físicos y sociales, no hay espacio público suficiente en el casco urbano de Rovira, actualmente tiene un déficit de 9 m² de espacio público por habitante, de los 10 m² de indicador optimo que se necesita de espacio público por habitante.
