This research project seeks to identify those public policies, actions or procedures that allow the Colombian State to ensure and will be the guarantor of the protection of these Fundamental Rights and the special protection of national or foreign children and adolescents who are in the Colombian territory. El Estado colombiano tiene dentro de sus obligaciones, el diseño de políticas públicas que lleven a la protección y respeto de derechos fundamentales, entre estas obligaciones podemos encontrar el reconocimiento a la nacionalidad de todas las personas nacidas dentro del territorio colombiano, pero también está en la oblig ación de velar por aquellos agentes que si bien no nacieron en el territorio colombiano buscan ser reconocidos como nacionales o por lo menos contar con el acceso a los servicios básicos y de primera necesidad, como alimentación, educación o servicios públicos. Este proyecto de investigación busca identificar aquellas políticas públicas, acciones o procedimientos que le permitan al Estado colombiano velar y será garante de la protección de estos Derechos Fundamentales y de la protección especial a los niños, niñas y adolescentes nacionales o extranjeros que se encuentren en el territorio colombiano.
