For this reason, the need arises to choose a strategic point within the urban grid where presents more lack of public space per inhabitant and is the right place to generate an urban intervention. This responded to commune 6 since it is the largest sector of the city, with more inhabitants, with a greater area of expansion and without urbanization of the municipality, where also evidenced the great lack of E.P.E per inhabitant, in addition to other problems that plague the community. This is why a proposal for an urban environmental project arose which consists of two phases, one is the road proposal that improves the connectivity of the commune 6 with the urban area, in the second instance, a linear park was proposed that contributes to the environment, recovering the main environmental setting of commune 6, which is the garden botanical Bertha de Ospina, which is currently abandoned, and the bodies of water surrounding areas, as well as the reduction of CO2 emissions and high temperatures due to the low biodiversity of the place. On the other hand, the generation of new open and pleasant spaces that are attractive, originating different activities for the general public, making it a landmark in the city.

En el presente documento se realizó un análisis de las comunas y su índice de m2 de zonas verdes, parques y plazoletas por habitante en el municipio de Neiva- Huila. A raíz de este diagnóstico, se evidencia que existe un alto déficit Espacio Público Efectivo en la ciudad. Por esto surge la necesidad de escoger un punto estratégico dentro de la malla urbana donde presente más carencia de espacio público por habitante y sea el lugar adecuado para generar una intervención urbana. Esto dio respuesta a la comuna 6 puesto que es el sector más grande de la ciudad, con más habitantes, de mayor área de expansión y sin urbanizar del municipio, donde se evidenció también la gran falta de E.P.E por habitante, además de otras problemáticas que aquejan la comuna. Es por esto que surgió una propuesta de un proyecto urbano ambiental que consta de dos fases, una es la propuesta vial que mejore la conectividad de la comuna 6 con el casco urbano, en segunda instancia, se planteó un parque lineal que contribuya al medio ambiente, recuperando el principal escenario ambiental de la comuna 6 que es el jardín botánico Bertha de Ospina, que actualmente se encuentra en abandono, y los cuerpos de agua aledaños, así como la reducción de emisión de CO2 y altas temperaturas por la baja biodiversidad del lugar. Por otro lado, la generación de nuevos espacios abiertos y agradables que resulten atractivos, originando diferentes actividades para el público en general, convirtiéndolo en un referente de la ciudad.
