La ciudad de Ibagué es el territorio más poblado del departamento del Tolima; El 85% de colegios públicos de la ciudad presentan infraestraestructuras ineficientes y carentes de espacios de entretenimiento o esparcimiento para los estudiantes de la región. Se eligió como proyecto de obra nueva la Institución educativa José Joaquín Flórez Hernández. Ubicado sobre la segunda comuna más poblada de la ciudad que de acuerdo con el diagnóstico elaborado en esta tesis, se determinó que presenta la mayor deficiencia en planteles educativos.
