En este sector se presentan problemáticas sociales y ambientales que afectan el desarrollo y la calidad de vida de la comunidad. En la comuna 2 se ha identificado que el 93% de la población sabe leer y escribir, mientras que el 7% no, el 28% solo estudiaron primaria, el 43% cursa secundaria, el 10% tiene nivel técnico, el 2% tecnólogo y el 11% nivel profesional.
