Taking World Bank’s considerations for financing this particular kind of endeavors, it starts by analyzing the physical and social complexities of those lots required to execute the project, finding three different types of land ownership: private property, public property and river bank improvement possession. Then, it studies the Social Management Plan projected by the CAR (Regional Autonomous Corporation, in Spanish) —with the consultancy of one of the authors as part of the World Bank—, which proposes several solutions to the various social and economic conditions of landowners and property possessors. Finally, it concludes that different attention when it comes to institutions, private proprietors and vulnerable families in possession imply countless strategies that make the Bogota River restoration management task even more complex. |

El artículo aborda, desde el enfoque social, la problemática de la recuperación hidráulica y ambiental del río Bogotá. Tomando como base las salvaguardas establecidas por el Banco Mundial para la financiación de este tipo de proyectos, se analiza la complejidad física y social que presentan los predios requeridos para la ejecución del proyecto, donde se detectan tres tipos de tenencia de la tierra: propiedad privada, propiedad pública y poseedores de mejoras en la ronda del río. Se estudia la metodología planteada por el Plan de Gestión Social diseñado por la CAR —con la consultoría de uno de los autores del artículo, por parte del Banco Mundial—, que establece soluciones diversas, acordes con las diferentes condiciones socioeconómicas de propietarios y poseedores de los terrenos.
