Therefore, this research has a mixed approach, where information was collected quantitatively and qualitatively, through interviews, study of data from different authors and figures from official sources, also, the urban area of Neiva is analyzed, some areas of influence and references at national and Latin American level, in order to filter the main tools and strategies implemented. El presente investigación de trabajo de grado de la carrera arquitectura inscrito en la línea de investigación urbano sectorial, está orientado en el déficit de vivienda de la ciudad de Neiva, el cual afecta el desarrollo urbano de la ciudad, debido que, al no contar con un hogar, un gran número de familias se radican en asentamientos informales, conviviendo en unas condiciones precarias, donde no cuentan con los servicios básicos, de saneamiento, espacios de oció y recreación, los cuales son muy importantes para la salud mental y física de las personas. La historia de la vivienda en Colombia , empieza a cambiar gracias al trabajando del país durante años anteriores (1918 a 1942) con el objetivo de mejorar los estados de salubridad e higiene de los habitantes, y el primer mecanismo institucional que promovió el desarrollo de la vivienda fue el BCH ( Banco Central Hipotecario) en el año 1932, teniendo como enfoque facilitar la vivienda para familias campesinas, empleados solventes y familias urbanas de escasos recursos, mediante créditos para la compra de vivienda otorgados por el BCH y los subsidios del estado.
