This article aims to make a review and analysis of the basic standards of English competencies, the basic rights of English learning, the national bilingualism plan, the law 1651 of 2013 and 4 research articles related to the subject, in the cities: Bogota, Medellin and Cali. With the objective of verifying how these policies and decrees are reflected in the institutions and if they are in accordance with the educational reality and the needs of the students. It is evident that although there is interest in the area and it is reflected in the efforts of the government and the different educational actors, there are still shortcomings that we must focus on to make this type of project a reality. |

La enseñanza de una lengua extranjera en Colombia se reglamentó con la ley general de educación de 1994, desde entonces el gobierno ha implementado diferentes estrategias, decretos, políticas públicas y documentos que pretenden servir como reglamentación y guía de los procesos de enseñanza y aprendizaje enfocados el desarrollo de la competencia comunicativa en el inglés como lengua extranjera. El presente artículo pretende hacer una revisión y análisis de los estándares básicos de competencias de inglés, los derechos básicos de aprendizaje del inglés, el plan nacional de bilingüismo, la ley 1651 de 2013 y 5 artículos de investigación relacionados al tema, en las ciudades como: Medellín y Cali. Con el objetivo de verificar como estas políticas y decretos se reflejan en las instituciones y si son acordes a la realidad educativa y las necesidades de los estudiantes.
